One of the problems they have said they are trying to solve is getting people to run a wider range of content. They have pushed toward this with both positive reinforcement (20% first-run-of-the-day bonus) and negative reinforcement (quests get ransacked at double speed). The comms being given for only the first run of the day is also pushing toward running a wider variety of content. Why exactly they want this is still anyone guess.

MMO's do have to protect their players from their own stupidity though. If they made it so that the fastest way to gain experience was to stare at a wall then countless players would do that all the while complaining about how boring the game is and how much it sucks. Even though no one told them they had to stare at the wall they would do it anyway because they care more about fast progress than having fun. Countless people have complained about how boring it was to farm rusted blades and impossible demands and yet they did it anyway. My guess is that Turbine is trying to encourage players to not bore themselves into hating the game. Giving comms for only the first run of the day will get many people that formerly farmed the same quest to add variety to their day. These players will complain that they liked the old way, but if they were honest with themselves, they probably didn't like actually running the same quest they simply liked how fast they were able to progress. They were intentionally performing an activity that they found dull because they enjoyed the progress. If Turbine takes away the ability to get so much progress from that dull activity then (after people get used to the super-fast experience being gone) they will drift toward other options. If Turbine balances it correctly then the best experience per minute will be running a wide variety of quests only once per day. It is very hard to find that balance, but that is their job. At least half of designing a good MMO is preventing the players from boring themselves by playing the game in a way that is not enjoyable.

It's a difficult problem to solve.

I didn't read the whole thread, but I just have to point out that this is not a valid reason for turbines actions as they solved this already, with Exxxxxxxxtreme Prejudice.
