Once more, you are not getting what I mean by using the favor flag. I do not know if this is because the way I describe my proposal is too vague or too complex; if it is, I apologize. Allow me to put some of your concerns to rest.

Power Leveling Favor
Quest's Favor Amount =/= Suggested CoV amount dropped.

A quest could give 4 favor or 400 favor, it has no effect whatsoever on how many CoV is given.

It doesn't matter what Epic quest you do, just as long as you do it. If CoV have a universal drop rate, then I don't see the difference between doing 4 quests with the "best rates," vs. 4 of any other epic quests - it would still be the same amount of CoV. If Turbine didn't go with a universal spread, perhaps they could offer more drops to the non-uber quests.

Favor Spread
Group Favor =/= CoV drops.
Total Favor =/= CoV drops.

I don't know why you think a specific group affects anything, when I keep saying "CoV drops from any quest" Claiming Yugoloth favor being thin has no effect on CoV dropping from any epic quest completion.

I am not saying build X favor with a group and get commendations.

I am not saying build X total favor and get commendations.

I only suggest that when you complete a quest on E-Normal, favor flag turns on for E-Normal favor rewards. A similar, second flag can turn on to drop E-normal CoV amount. Originally I was suggesting the same flag, but EllisDee37 pointed out the favor flag does not reset with Epic TR.

And there's one big problem : Right now Tokens drops from Epic quests, Eberron Side. ( LVL 20 -25ish )

With the ties to favor the way you suggest it, CoV would drop from all the quests... so by LVL 20 you'd be drowning in CoVs...
Which makes the whole matter of getting them moot.

What if the CoV flag only gets marked if you complete a quest on Epic difficulties? That way, CoV won't drop on Heroic, it'll be limited to Epic stuff - but still any epic quest.

My prediction for how the new valor system will work:

1) ALL epic quests and raids will drop a small amount of valor, similar to how token fragments drop in eberron epics. Regardless of the mechanic (in chests, auto-granted like challenge mats) they won't be passable. Note that guild renown drops in chests and can't be passed.

2) Valor will ONLY drop if you are currently earning the 20% daily playthrough bonus.

This two-point plan solves a lot of problems with epic tokens. No more bringing in 5 guildies to pass all the tokens to the one guy who needs it for a realistic 10 tokens per EN DA run. It encourages running a wider variety of quests, while also not forcing you to. If you really want to farm all your valor from a handful of quests you can but it will take you much longer.

It's the similar than making it drop in end chests of epic quests.

Technically, it's easier to change the loot tables of the end chests ( epic ) than adding a new mechanism tied to favor.

Yeah, but you only get once per quest per TR, instead of every time. That's how it's different from putting it in the end chests.

you devs guys should consider what is working very well in DDO.

and make something similar to attract ppl in the new epic content.

fast way to realize it? leave 12 tokens untouched (but make them drop from gianthold), make a new sort of tokens for all FR settings and have they drop in chests like the current system.
Make a saga optional reward like a good number of tokens and we are all happy.
