if you are new to game and you have 28 point build I would start with pure 20 ranger bow user. maybe dwarf for the bonus to constitution. mid-high str/dex/con and mid-low wisdom.
ranger gives all the free ranged feats but point blank shot.
remember that ranged combat is good only after you get manyshot at level 6 and, when it is on cooldown, often using Two melee weapons is more efficient and you will get free feats for this too. For instance if you take dwarf dwarven axes or picks are both good choices.
after you have experienced with this kind of build you can try a more advanced one with monk levels (you can find it in my sign) but pure ranger is already a solid build.

Elf is a great option, especially if going pure ranger or close to pure ranger. As an elf you can go dex based and get racial bonuses to hit and damage and enhancements that let you use dex for damage. If you do not go dex based you'll need strength to be your primary stat, and then dex to be as high as possible while still getting acceptable con, which isn't easy for a first life character. Here are some challenges/pitfalls you need to be aware of:
1) in general ranged damage is significantly behind melee damage. The gap closes when you get manyshot at 6th level, but using bows at low levels will be painful. With a good build (there are plenty to read up on in the forums already) it's possible to get bow damage to rival melee damage but it REALLY requires work to get there.
2) the best bow builds are generally monchers (monk-ranger archers), because they get both manyshot and a similar ability from monk called ten thousand stars. These builds are very advanced and generally require more stats from higher build points (past lives) and tomes that a first life build won't have access to
3) if you plan to group with other people you should know that kiting (running backwards away from a mob to stay at range while you shoot at him) will p ss off the people you are grouping with. When you kite you make targeting nearly impossible for spell casters and melee toons have to chase down a target that keeps moving away. You'll need to learn to a) let other people grab agro first b) learn to stand your ground while the melee toons in your group grab agro or finish a mob c) learn to select targets smartly, often firing at casters and archers first.
4) CON is important. Elves get a racial penalty to CON, which is why a previous poster suggested dwarf. This isn't necessary so long as you invest in CON. Start with at least 14 CON (or 12 at bare minimum, but then look for ways to get more HP)
