The problem is if you don't specialize you won't have the cc, without max wis, spell focus evo, greater spell focus evo, epic spell focus evo, precise evocation twisted, evocation specialist twisted, +5 evocation dc item, and mantle of the icy soul you will not period cc mobs with earthquake in ee stormhorns. If you do do all of that you will have absolutely horrid melee dps and you won't be in wolf form anyways because you need to be in water elemental form. So pretty much everything you've said is wrong.

Greater and epic spell focus is a stretch on a pure druid because they are feat starved. 10% to hit for 2 feats just isn't worth it when you can get 3 from twists, 10 from proc, 5 from item, and 4 from water and 2 lightning acid debuff. Max wisdom with 17 druid levels should be a given. Communicate with your party if you need to change your twists for CC.

Horrid melee dps yet you still finished quest because you can CC ? Still sounds like a win.

I have I run it everyday. What your saying is you need with 100% certainty to have 10% more hit on a spell to be successful. That statement is too much black and white. It should be grey and it should be a choice. Roll a 10 knock it down, roll an 8 you don't and you completely fail? Jump thru the earthquake and roll again?

If they're not down 80% of the time on the first tick you fail as a cc caster.

I use those on shadar-kai assassins etc since their reflex saves are even higher, not carrying around more than enough for 25 casts though so I don't use them every pull.
