For Pale Masters, there's definitely a strong case to be made for +4 INT +1 Enchant DCs +4 SR for 9 APs, particularly on a first-lifer. Elves can get +3 Spell Pen +1 Enchant and Feytap Wild can be useful if you run out of SPs; but you have to waste more APs on filler.
For sorcs it's a bit iffier. +4 CHA -> +2 DCs is swell, but you lack self-healing until you get your UMD high enough. And a lot of EE sorc builds give up on DCs entirely and rely on no-save DPS+Shiradi to win the day; which makes survivability more important than max DCs (IMHO).

As other people have mentioned, yes they can both go to the same stat. This also makes them very attractive as max-dc int-based assassins.

For a while, Humans and Drow had very similar power levels, with Humans just edging Drow out if the player had TRed a bunch of times. And Warforged were very viable as well.
Now it seems like almost any wizard should go Drow, even if they're not power gaming; the +4 int is so good and so easy to get it's not worth passing up. I see the arguments for sorcerers, though.
Except that, unless you're willing to pay to reset your enhancements every time you want to play it, the SR doesn't work, at least not from the Racial tree. You do get your 10 +Char level, but the enhancements are currently not functioning, unless you reset them. This is further compounded by the fact that the entire tree doesn't reset the first time you hit the button, and so you have to hit it twice, and, according to what I've read around the forums, they also break when you level in a destiny. If they ever fix it, then yeah, but in it's current state, not so much, unless you're willing to throw lots of plat at it to keep it WAI.
Well, you have to take the first two drow SR enhs to get the stat enhs, regardless of whether or not SR is working properly. Fortunately, that's just 2 APs.
