Default less subpar than you think

What is unique and special to Helf, which makes it useful, is its unique capabilities of dilettante. The basic dilettante feat is garbage- we need improve it with APs. The improved dilettante can be very useful- the helf is popular for this improved dilettante.

But now those dilettantes have excessive costs. I tried to use them after U19, but the cost is excessive and often prohibitive. The dilettante has almost doubled his cost and with the new mechanical (points invested in tree, not in total), 17 APs is prohibitive.

Today I would not buy this race. I do not recommend to anyone to buy it. Today is a subpar race and everything that it gives, human gives it better. Turbine, please. You are killing a payment option. You are hurting your sales. Fix the dilettante cost, because today this race is not practical!
Personally I like it. First feat on them is not bad if you truly look at what you get. Level one of any caster nets you full use of all wands of that class, and fighter dilettante grants you martial weapons for free. On an Eldritch Knight that is just plain awesome. Since it's all of them for basically free without using up another feat slot you could use for something else. So even without adding to the enhancements some of the are actually really good without amping up. On top of this helf-elf is only HALF elf. There are other bonuses you get besides the human ones. Such as the access to AA lines as well. Which combined with the dilettante feats on the right classes can make for some nasty combinations. It's actually worth the money if you have any kind of creative thinking to make some really fun to play and more versatile than normally possible characters.
