what is the point of these 2 dragon incarnation abilities? the damage seems really low(1d15+15 and 1d6) yet they cost SP and have fairly long cooldowns. Do they hit with every element or is there some unknown synergy I'm not piecing together?
Nvm they scale with level so the damage is actually high.

It's per level. For example energy burst:

30% crit increases this 30% to 4095 damage.
Applied to a group of 5 mobs = 20k total damage, or 1k damage per mana point spent.
Applied to a boss with 15% vulnerability is 4709 damage.
Moves that hit groups of mobs for an average of 20k total damage for insignificant mana costs tend to have long cooldowns to balance them out so they aren't spammed.
