I have read the explanation of the enhancement under the new tree. However, it is not clear, or I am just missing it. Along with the increase to damage and healing, does it increase your % chance to use various wands. For example, as a rogue, currently I have a 20% chance to use a Heal or Raise Dead scroll. If I choose the enhancement Wand and Scroll Mastery does it improve my chances to use those scrolls? Thank you in advance for your help.

It does not effect your ability to use scrolls and wands. What it effects is the base Damage or in the case of healing your base healing.
Use Magical Device (UMD) is the only aspect that will make scrolls and wands easier to use.

Example: a Heal Scroll, will heal it's base +20%. So if it heals you without the enhancement for 100 HP with the enhancement it will heal for 120 HP.
