Does unarmed monk still get off-hand proc from tempest?

Has anyone tested to see if an unarmed monk/ranger multiclass still gets the % increase in off-hand attacks from tempest? The enhancement description on the wiki sounds like you have to be dual wielding to get the off-hand increase (and pretty much anything else from tempest). Unarmed has always been a little wierd in that it is considered twf but maybe not dual wielding. Anyway has anyone tested to see if any of the dual wielding effects work with unarmed monk multiclasses?

I'm pretty sure they don't anymore, but rejoice, because you can get 90-100% in the shintao tree, the 90% bit only takes one level of monk.

I seemed to get 100% offhand combining Shinto with tempest 3. But I wasn't using a training dummy so could be wrong.
