Cannith Crafting Minimum Level Changes Still Maximum Level 20?

I have noticed there are quite a few changes to Cannith Crafting. Since I didn't port over my crafter I can't really check most Cannith Crafting changes. One of the most pressing questions on my mind is whether or not the maximum minimum level of Cannith Crafting is still going to be level 20. Can anyone tell me whether or not the maximum minimum level of Cannith Crafted items is going to continue to be level 20 or are the minimum levels increasing to be in line with standard items?

I checked out several of my +5 holy burst of greater banes. They were all still ML 20.
