Question about Wind Howler Bracers

The Marksmanship feature on the Wind Howler Bracers doesn't give the type of bonus that it is. Is the damage/attack bonus a competence bonus like most other things, or does it stack?

I hear it's competence.

On the plus side, the vorpal damage lies actually gives 5d6+30 with no save.

what ive heard is that they do stack but do not show it in the information you can only see its effect by using it, used one for the longest time assuming this to be true but suppose you could do test it on a test dummy if you wanted.
what i heard is that its a unique buff that stack with all other items this was couple of updates ago though so could very well be wrong
