Buy is correct. The only way to get a quiver, any quiver of poison, (beyond questing yourself) is to get one off the AS AH purchased by the character that would use it.

They have been bugged ever since release to bind to character on logout or when put into shared bank. So unless you get someone who just pulled it, you are out of luck.
