The title says it, Rogue Wand and Scroll Mastery has no effect (at least on heal scrolls). I noticed my scroll healing was a lot worse than usual, so I took off my Healing Amp gear and used a Heal scroll - which healed 110 hit points, even though I had the full enhancement (+75%).
