Level 15 quests?

Right now, some of the quests in Wheloon are level 15, and others are 16.

In contrast, the level of the quests needed to get an Eberron character into Faerun is level 16.

It seems weird to me that you have to do level 16 flagging quests to get to an area where you can do level 15 quests. Admittedly, this problem doesn't apply to icons (I believe) or to TRs who have a key to teleport (I think, haven't tried it).

Wouldn't it make more sense to have the beginning Wheloon quests 16, and the others 17?

I believe those are there to cater to the new iconics that start in Faerun, so that a faerunian character doesn't have to be, "Well, i guess i'm off to eberron" as soon as they're made.
Also, i don't think one level difference is that big of a deal, but they could address it by making a permanent door (The wizards of both realms have decided that having to venture through the demon web to get to each other's plane poses too great of a danger, so they made this handy dandy portal.)

Permanent door idea is interesting. What would you need to "flag" for the door? Having the quests to get to Faerun makes sense, so I don't think it should be there for everyone. Maybe we should make it like snowy Korthos, where it has to be done only once per server?

when u get your toon selection click on the toon u want then click on eberon or realms (its greyed out but does work)
