wf sorc, u use spells to repair yourself, you get double benefit from sp items, you don't have to spend any feat or swap items to repair

max cha, rest con, ignore rest of stats, if you have points to spare, strenght is useful(for encumbrance and MAYBE use a weapon at low lvls, but isn't needed), the only thing you'll have to worry is having enough sp to kill/repair, it's not an issue because you'll delete mobs
if don't wanna go pure (there isn't a real reason to it, however i did it, 3 lives XD) the next pass is the tukaw build, 16 sorc-2 pally (use your cha for all saves)-2 monk(get evasion)
u can creat a 1st lifer and solo EE with a tukaw wf (soloing heroic elite is pretty easy, being wf sorc is what does it easy)

yes, WF sorcerer is the most popular build, but you will need to buy WF, unless you are VIP.

"Best" is a relative term: best what? DPS? Survivability? Fastest leveling? Endgame performance? It also depends on what you have to work with, in terms of races, gear, tomes, etc.
That said, have a look at the Mechadi Champion: should be pretty darn close to the best overall. Doubly so if you can make a Bladeforged version: no -2 CHA penalty and skip straight to lvl 15 so you can run w/lvl 6 & 7 spells ASAP. Plus BF will get Reconstruct as a racial SLA when Shadowfell comes out (knock on wood), letting you drop it from your spell list for another lvl 6 spell.

pure sorcerer is what i'm like to do and yes i have WF.
If you have gear - human.
If you don't have gear - warforged.
Max CHA, Max CON, rest into INT.
Rest you can pretty much play around with untill you find what you like the most. Enhancements and EDs are easy to reset/swap.

Something I considered, and ended up doing on a second or third life character was built something around this (below). I was scorned by most nearly every other arcane in the game, but I tell you, it was a great leveling build, lots of fun, and very flavor based.
Edit: PS: can't find the final (to lvl 20 build I did, but it was based much along these lines.
