Have you tried creating a blank html file there in the location specified? Might get you through then.
That's certainly what I'll be doing if I run into that.

Came back to say just renaming your \en\ folder to \en-GB\ works, but looks like somebody beat me to it.
Had left it a few hours in the hope that a dev would have commented, but doesn't look like.
It's always nice when you need to self-patch things ...

A 3 Years old Bug, still persists?
New players who want to play via Steam run into this error since 3 Years? Good Job Turbine!
After 2 Years i just want to reinstall it to play again and face this problem. Simply rightclick->Delete.
Sorry but this MUST be a joke.. no wonder that DDO is dying.. you prevent gamer from playing it.
