Still can't purchase Turbine Points..

I have been trying all week to purchase TP from the store ingame, I keep getting the ERR-4 error....I checked the forums and saw the post about re-entering your card info and did that..a couple of times now, and still cannot purchase points....is this going to get fixed any time soon?
