Was able to get one of those +3 Skill Tomes in general, the one that will open a barter trade-in page and you can pick on which skill you'd want to get. Checked out all the skills and there wasn't a UMD skill tome.

Probably because UMD is considered a "special" skill. It has a different progression in the game when it comes to items. Also it doesn't have a Cannith Crafting shard, just the Persuasion shards that grants +3 to all CHA skills. So it shouldn't surprise anyone that UMD wouldn't be part of the skills trade-in.
I wouldn't be surprised if the ML of UMD is double of the other skills, because it is treated differently from other skills.
I wouldn't be surprised if they only go up to half bonus of the other tomes, actually i would not be surprised if there aren't UMD tomes... (but they would totaly sell more than the others)
I think they will be just like stat tomes... up to +5, lootable in chests and quest rewards and buyable up to +3 from the ddo store with a supreme option... (at least i'm hopping so...)
In game +2 Fate Tome drop was confirmed.

Lets hope the drop rate is more on the lines of stat tomes,
which I have managed to pull from treasure chests from time to time,
and nowhere near as rare as Fate Tomes, which I have never personally
pulled from a chest.
I won't get into the drop rates, but I am concerned about the drop ratios.
The best thing they can do is look at how many skill points are spent by all characters on live servers and use that to determine the ratio.
For example:
If 8% of all skill points spent are spent on Concentration then 8% of the skill tomes that drop should be concentration tomes.
This will help to tailor the drop rate to the needs of the community so we don't have a backlog of listen tomes while concentration cannot be found anywhere.
You can adjust the overall drop rate of the tomes as you see fit for balance but this or some similar method should be employed to help balance the drops in accordance with their need.
PS - For Spellcraft you can start with the assumption that it will be as common as concentration and then tune it 3 months after launch of the new Pre's.
