    Default 1st bard needs help

    Half Elf Bard
    Str 14
    Dex 8
    Con 14
    Int 10
    Wis 8
    Cha 18

    Levelups to Charisma

    Feats:

1: Toughness + Fighter Dilettante (at 16th switch to Paladin dilettante)
    3: Extend
    6: Spell Focus Enchantment
    9: Empower Healing
    12:
    15: Mental Toughness
    18: Improved Mental Toughness
    21: Spell Penetration
    24: Greater Spell Penetration

Not sure what to do with the one undecided feat slot (Skill Focus Perform? Greater Spell Focus? Epic Spell Pen?)

She'll be a spellsinger, meant to buff and do party/raid heals and Fascinating.

Not sure what enhancements are good for a bard and which ones are reasonably useless. I'm used to playing clerics and a paladin.

edit: She's on the second server I play on, so not much in the way of gear or plat or other resources.

don't bother with fighter dilettante => master's touch

swinging one of the cha-to-everything weapons would allow you to have less strength. but they might not be cheap/easy to get: Moonhowl Axe / Scepter of Healing

Maximize and Quicken would probably help your raid healing efforts. Skill Focus Perform is pretty marginal. Magical Training is an option.

Why 10 Int? Sounds like a bit too much on a non-rogue bard.

Enhancements should be easy: song magic, lingering song, dilettante, heal-amp, adaptability, toughness, spell pen, scroll mastery, charisma, capstone

First and foremost, you can't really pass on Inspire Excellence, I would trade any of those 8 feats you list for that.
    To make it graphical:

    inspire excellence:
    you: +1 DC, +25 HP, +1 reflex +1 will
    DPS1: +1dmg, +25 HP and rest
    DPS2: +1dmg, +25 HP and rest
    DPS3: +1dmg, +25 HP and rest
    wizard1: +1 DC, +25 HP and rest
    wizard2: +1 DC, +25 HP and rest

    versus spell focus: enchantment:
    you: +1 DC, nothing else
    DPS1: nothing
    DPS2: nothing
    DPS3: nothing
    wizard1: nothing
    wizard2: nothing

Second, calling yourself a healing bard and not having maximize will not work. Same goes for quicken. Any DPS bard who tries to be slightly self-sufficient will actually be a better healer than you.

As for the second epic feat, I'd start get at least a +3 tome, start with 18 con/18 cha and get epic toughness. If you are going to run in and fascinate stuff, the least you can do is stay alive.

Taking Spell Pen (+2) and Greater Spell Pen (+2) but not epic spell pen (+4) doesn't make a whole lot of sense. But my advice would be none of the three.
Same goes for mental toughness of course, if you think 130sp is worth a feat then certainly epic mental toughness (200sp) would be worth one? Generally, it just doesn't make much sense to not take an epic feat as epic feat.

    -inspire excellence (E)
    -quicken
    -maximize
    -toughness
    for sure

    -epic toughness (E)
    -empower healing
    -extend
cause they are nice to have

That leaves 2 regular feat slots open. Spending two feats for 260 SP sounds like a pretty bad deal, and +4 spell pen is both situational and still not enough, so I guess focus enchantment and greater focus enchantment is a better way to buff your CC.
(I mean, if you're giving up on DC and just want to irresistible dance stuff, take penn, greater penn and epic penn....but you might as well drop CHA down to 14 and put you levelups elsewhere. I figure you're not willing to do that, so better get that +2 DC)
