Maybe you can't reincarnate with kruz.
It would be flavorful if you had to get a
true artificer heart of metal
to TR your bladeforged
we can be hopeful, right?
My speculation on the reasoning of the Devs:
Lessen the powergap between multi-TR characters, and the characters newer players can create. Taking the Bladeforged out of reach of the TR-crowed gives non-TR players (be they casual by heart, anti-grind, or just too time constricted to put several lives into 1 char) an option to lessen the difference in power of those characters.
+ (big plus)
They can sell an "overpowered" race in the Store, without unsetting game balance as it will be impossible that after a few months half the server has TRed into it, while the other half has gone because of this development. Because even though Bladeforged might clearly be better than a PB32 Elf/Human/Dwarf/..., but yet clearly worse than a PB36 + Past Live boni owning Elf/Human/Dwarf/...
Unintended consequence not anticipated by the developers, epic quest LFMs letting in anyone except bladeforged characters since bladeforged are most likely noobs with no TR gear, benefits, or experience. Bladeforged noob then rage quites DDO.

Well...maybe they don't want you to tr just yet. Maybe they want feedback on how the bladeforged play for a first lifer, to see how well they work out. Get some feedback on the presets, get feedback on their power, see about bugs with the special feats, etc etc.
then iconics might as well don't exist for me

It's very simple. Making a new character that makes all the current TRs less desirable would **** off everyone with a TR. Making them TRable (and keeping their power boost) would be idiotic.
Almost no one TRs all their characters. This gives people the option to make a slightly more powerful character without having to do the TR train.
The only people who wouldn't benefit from this are people that have 20 (or whatever the per server character slot limit is) completionists. Which is no one.
Odd, more than 00.1% of the players asked for respec options for years before they were available.
Besides, you don't even have to screw up to need to change. Can you say enhancements V3 that is coming up some time this year? Or in the past things like the multiple spell point/spell power/spell cost changes that have been made? You have to be a bit dull minded to think nothing significant will ever change again.

I could see this. I would only try a non-tr'able iconic just to try it out, but it would never be something I do for long. Other vets may do the same, try it and then dump it. At some point only new players would be running it and they will be refused entry into some groups. It'd be like the harbor all over again, only with a very easy way to spot new players. This game is unfriendly enough to new players. We don't need another way to drive them away.
There are sooo many good reasons to LR/GR you seem to be overlooking. for example, you build initially to be able to cast spells, with a starting Wis of 14. Later, you eat a +4 wis tome. Good time to LR.
Your build is optimal today, plays how you like. Tomorrow, a you loot a piece of kit you thought you'd never need or want, but suddenly you have an idea on how a +2 LR could really take advantage of it with a splash of class x. LR.
You took the premade path because it's safe and easy. You've learned a thing or two and aquired some nice gear along the way. Time to redesign your build. LR.
You've capped. Invested weeks/months/years. TR.
I mean, saying that reincarnation is for .1% of players is just nonsense.
Indeed. There's also the other obvious reason.
You've built your character and it plays exactly how you want it to and then Turbine Nerfs something and it no-longer functions in the way you want it to or in a way that is fun for you.
For the rest of us we might consider an LR to try a different tactic.
Not really an option for Iconics as things currently stand.
