Stat/feat respec and tomes question

I plan on using that free lesser reincarnation to respec my Tempest Ranger, and want to know if stat tomes count towards the min level for feats. Specifically, Dodge requires a Dex of 13. I have +2 from a Tome so do I need to use stat points to raise Dex to 13, or do the Tome points count towards that? If it helps I'm keeping the toon as a Tempest Ranger, I just want to do the stats and skills more effectively.

They count, but only at certain levels.

At level 1, it counts as +0
At level 3, it counts as +1
At level 7, it counts as +2

So if your base dex is 12, you can take Dodge as your level 3 feat.
