unlocking racial PREs and You

why is it that racial PREs are being locked out completely until tier 3???!!! As opposed to being able to access it throughout level ups on an incremental basis.

It should be something like this:

(Obviously taking the higher class level needed as a requirement as well)

spend 2 pts in general race tree, unlock tier 1 in elven arcane archer.

Spend another 2 pts in general race tree, unlock tier 2...up to spending 12 total with extra 2 ap needed in general racial tree to unlock tier 5.

The 12 (or any other additional APs) preq APs spent in the racial tree count toward the AP cost of 30 (for core level 5) and 40 (core level 6 and tier 5) but not toward the count towards 20 and under.

This way, a person playing racial PRE can obtain its benefit during level up at an incremental cost as well as not paying an excessive fee to utilize the AA PRE.

tier 3... requiring 10 ap spent, so around lvl 3/4
i guess they're trying to simulate how the racial PrEs have a 'lag' behind the class PrE counterparts
