Why was the Perform skill ever made Exclusive for Bard in DDO?

I get that it should be a class skill for them, and not for most others, but why is it not available as a cross-class skill?

There are NPC interactions that use Perform, that even sky-high-Cha characters with a +15 Perform item and all sorts of buffs can't hit...simply because they have no Bard levels.

It certainly was not this way in P&P.

Now, Perform also will grant Sonic spellpower. Well, there's quite a few classes other than Bard that have Sonic spells. Clerics, for example.

Please make Perform a normal cross-class skill for everyone else, instead of Exclusive to Bards.
