When will Character Transfer available

As far as I know they are available now I did one earlier this year it took almost 3 wks to do I know sometimes they cant do a character for one reason or another but refund you fees if they cant do it.

On 3/5/2013:

At this time new Paid Service requests for DDO cannot be submitted due to the recent billing maintenance and high volume. This includes Character Transfers, Undeletes and Guild Renames. All Paid Services that are already in the queue will be processed in the order they were received.

We are excited about some big improvements to Paid Service requests in the near future! More details to come on this.
