Slightly confused

I looted a cloak earlier that gives five clicks of Bull's Strength per rest. I kept it, since more strength is always good. However, I noticed that I am not receiving the full effect if I am wearing an item that also grants Ogre strength. i.e. If I am wearing Ogre Strength +3 gloves and cast Bull's Strength from the cloak, my current strength only increases by one. Is this working correctly? It seems odd to me that they don't stack, but I have been away for quite some time. Bad habits from other games have crept in, so I don't always remember correctly.

Buffs of the same type don't stack, so only the higher number would take effect.
Both of those are typed as enchantment bonuses, so you're only getting the bigger number.
