As I get close to TR, my bank is getting seriously full of low-level bound-to-character equipment that I am saving for my next life. I know many other TRs have the same problem.

My suggestion is for a sort of reverse-version of the TR cache. With the current TR cache, you can take stuff out but you cannot put anything in. With this cache, you'd be able to put stuff in but not take anything out.

This is NOT a replacement for the existing cache, rather an augment to it. The current cache stiull exists, you pull things out, use them, anything you keep to the end of life you keep, but for all that low-level gear you can drop it in the new cache, and it becomes part of your TR cache when you TR.
