You can buy a Topaz of Deathblock from the DDO Store for 95 Points, though it's Bound to Account. I haven't heard anyone mention having seen one drop, though I suspect if one does it will be Bound; I hope I'm wrong as I'm also looking or one, and would rather not visit the store.
