Can I start off an ability at 10 then add a +3 tome to get a Half Elf Dilli?

Let's say for example I start dexterity off at 10 and then at lvl 15 I take a +3 Dex Tome will I be able to get the rogue dilli that way?

you must have the required stat at lvl1 to qualify for the dilettante feat that you are after

Last I checked, you can use level-ups to qualify as well, but Tomes don't work.

At least, that is how it was 6 months ago. I haven't tried recently. There was a time where tomes worked, but that has since been changed.

I believe I used a +2 tome to switch out dili feats at fred. However that was later on in levels. lv 1 doesn't do ya a whole lot of good.

This no longer works. Nor do level ups. Fred now correctly looks at your level 1 stats when you try to exchange a level 1 feat. So no tomes or level ups.
