Ok i recently started playing on a new server and i knowyou have to earn rewards again (unless you paid for them ) however i transferred my main to a new server cant remember what his favour is exactly but it is over 1000 when i talk to Nyx he tells me i can make veteran characters now but whenever i make a new toon, it never works i was just wondering if this was intentional so i will have to earn it again with another toon again, or just a error? (im assuming the first one but cant help but be hopeful=p)
In either case id assume this is a error of some kind as npc says you now have it on this server but that would just me being pedantic

Did you enter the game with a freshly created character? The character creation screen will be the same on creating a char, but once you enter the game with the fresh character you wil get the option to start at either level 1 or to level your character to level 4 (or 7 if you have vet2 as well).
