Default after server restart very low fps and the game is unplayable

Before the server down for 48 hours my computer was great.
I was running DDO at very high settings with dx10 without any issue.
Now that the servers are up again Im stuck with 15/18 fps in public instances like eveningstar and 2/3 fps when in dungeons/raids. NO MATTER WHAT GRAPHIC CONFIGURATION

My graphic card is Nvidia 250gts
I've tried reinstalling nvidia drivers like 8 times now and I've even tried formatting windows 7 but I'm having the same issue and nothing changed.
I even tried to clean my graphic card from dust but didnt help much.

Pls help me troubleshoot. I want to make sure to find where exactly the problem is before I go spend money on new hardware.

    Ty for the help

Have you tried defragging the .dat files? I use Contig defragger as it allows you to defrag individual files or individual folders. I did it a few days before the downtime and it's never been running faster. I'm sure there are many single file/folder defraggers out there, Contig is just the one I use. Iirc it's free too. Barring something like that, it could be drivers (which you've said you've updated already) or it could even be your isp. I'm no computer guru or anything and I'm sure there are many others here that could offer better advice than I could.

    Ty for the answer.
I've reinstalled the whole game so the files are brand new and i dont think defragging them would help

Problem solved. Motherboard Asus was constantly downclocking cpu to save power. Had to unistall asus epu utility that caused the bug and also disable coolnquiete feature from the bios.
