Question: does the Arti capstone supercede the max level of the various eternal wands? I see that several of them cap out at CL 5. I'm curious if arcane empowerment overrides that. Thanks in advance.

I dont think it overrides the hard caps on the spells themselves, anymore than casting Burning Hands as a L20 Sorc would. And AFAIK all the eternal wands are low-level spells that cap at CL10 or CL15. If you're talking about something like the Risia wand, that you can pump up to CL5, then yes, a capstoned arti should cast that as a L20 caster casting the spell would.
They probably arent any better than a half-charged runearm blast if you're not loaded up with +spellpower of the appropriate element. And probably arent any better than a full-charged runearm blast even if you are...
