I do wish something like this would be brought in. I despise how it seems like sections of the game are completely segregated. IE vaults of the arti's mats are useless anywhere else, reign of madness mats are useless anywhere else, etc.

Any time they provide another location for already existing material systems to be used (such as ToD rings using shroud mats, or the upcoming epic GH raid making use of heroic comms) I cheer.

And that's why any system would be highly problematic. What are FRDS worth today compared to a year ago? Heroic TOR scales before and after the drop rate change? TOR scales before and after the addition of Epic GH Scale? GH relics when you needed 20 to flag vs U17 when you will need zero?

I do support more exchange option (I like for example the trade down 1:1 for the New Pirate's Cove gems, or the 3:1 exchange for ES Commodations). I would also support them bloody well stop adding so many new ingrediant to he game.

No reason that some of the ingrediants can't fall in multiple chains and be usable in multiple chains (just like they reused some of the original "turn in" collectables for Cannith crafting)
