There are some variations with loot-generated outfits. For named outfits, some, such as the Garments of Equilibrium don't show these, if I can recall, and the super-popular epic outfit Spider-Spun Caparison do not have leg bells, either.
Armor kits can change the appearance of any outfit, and each of these will differ on whether bells are shown. Some outfits have great stats but are too buf-ugly to wear as-is, such as the Vestments of the Sun Soul, so kitting outfits for a better and less generic "disco" like isn't uncommon.

Awesome! So nice to know its not a universal "feature" of monk outfits.
I had looked at a few armor kits but the legs just seemed to change colors.
