Window z-ordering

Hello

Please, can anybody fix z-ordering of windows. Is there reason, why popup windows (such a invertory, social panel, difficult selector window) are ordered BELOW chat windows and toolbars? It is very annoying to try click repeatedly on control while it is under transparent chat and not responding.

Other suggestion: transparent windows should not block clicks (should be also transparent for mouse actions)

This always bothered me with the map, too - albeit toggling that repeatedly brings it to the front. It'd be nice if they could just save depth in our preferences.
