The two Epic Templar's Justices that I'll never have concur with this statement.

Probability can get you sometimes. Unlucky streaks of lengths long enough to really annoy you happen.

If these items weren't rare, they'd have little or no value when you do get one. Think how good an item the Elfcrafted Robes are for their level and how insanely cheap they are (or at least the ten relics are) for their power level. Or watch how little flawless blue scales are worth within a fortnight of U17.

The drop rates I do think are too low are the ones linked to rare spawning mobs, those linked to easily failed optionals, or those items with multiple versions. If an optional is completed only one run in ten of a quest (say Kron'zek in Big Top, or the 'fight all three Wood Woads' in the Druid's Curse chain on EE) then the drop rate of items in that chest should be 3-5 times higher than the drop rates of other items. Also weapons intended to be dual-wielded should have around double the drop rate of S&B or THF weapons.
What I personally don't get is that in some quests (the one where you fight the red named u15 dire bear together with an orange druid) you can ALWAYS get 3 chests. It's just a matter of finding those things to destroy. But if you fail the insane UMD roll in the hospital one you're screwed out of a chest. Same with the shadowmail. It only drops out of the rare spider chest. Meanwhile a much easier chest to get - the one with the wizard ward is always there. And a lot easier to farm the the other item.

And it's not like the Shadowmail is the best armor in the whole game and the Wizard's Ward is the worst hand held item (far from it). And it's not like Corruption of Nature is the best runearm and therefore deserves either a divine to not fail and an insane UMD roll to spawn a second chance for it.

I'm good with the drop rate - if I have the plat there's always something on the AH and if not it's a heck of a lot easier to get the current btcoe named items then the old epic system with shard, scroll and seal.
