Matt is right, and he even omitted a low hanging 15 PRR twist available to monks in Primal Avatar. With that, my Monk will reach ~120PRR. Alongside ~120ac, 1k hp, ~20-25% dodge and 25% incorporeality, a Monk can definitely tank.

A splash in Fighter takes care of Intimidate, and hate tanking is ridiculously easy with Intolerant Blow. +1000% sacred bonus to threat generation? Makes it incredibly easy. One Touch of Death with a 1000% threat mod is the equivalent of 250000 damage, when it makes a save. 500000 when it fails the save. Higher again if it double/triple procs. Threat is no issue at all.

Get yourself some displacement clickies, ninja spy incorp, reasonable HP and healing amp and you are set.

My guildie regularly tanks general EE content. He was easily able to tank 2 of the 4 bosses at the end of EE crucible with only a bard using cure crit wands for healing. Sure it can be done, but it takes a bit more gear and planning - then again, most good viable tank setups do.
