An evo soc is not running around with 55 necro DC. A necro soc, sure that's possible if extreme.
Even among pale masters, 55 is a lot, you have to really specialize as much as possible (or be using store pots etc) to do that. I'm still working on breaking 50 on mine. I'll probably land around 52 as I like to focus a bit on damage casting as well.
In DDO, unless someone is giving you specific advice, it's often just BS.
There are only 2 quests where spell pen matters, EE detour with the 1 drow, debatable whether this matters and EE CitW. If you really want the spell pen, just change your twists when you do these quests. Personally twisting in 10% spell points is something I wouldn't do also. If I am running EH, I never run out of spell points, and in EE the spell pen twists (if needed) or more Int are better options.

Just as a side question, how - specifically - getting a 55+ DC gimping your toon? Are you referring to losing increases to spell pen, or something else.

Why run elite? Once for favor and done. If farming for equipment, faster to just run multiple times on EH. Only the quests that drop difficulty specific versions really need to be ran on elite. And those are end game quests now? Maybe end game pre U14, but not now. As I said, twist in the spell pen when needed, its usually not though.

Braggin rights won't fill an empty stomach.
The good ones don't need to brag. Most bragging is exaggeration. The more someone argues their claims the more they are exaggerating or full of it.
All claims are circumspect due to the Shears exploit.
Fitting in +1 exceptional int shouldn't be that hard. Get exc. int, swap the epic int feat for a major spell focus and you've added 1 dc at little cost. Enchantment dcs are a bit easier to boost between the bard past life and the House P ship buff.
Also, it sounds like you're forgetting that echoes of the ancestors gives 1 int along with the 2 spell pen.
It wouldn't surprise me if they were quoting their DCs with Arcane Spellsurge from Magister (+5 to all DCs for 20 seconds, can be used every 4 minutes).
Exploit from Shears. Im hoping at some stage Turbine force an ED refresh on us so we have to pick everything again (reset our points spends but we keep what we have unlocked).
Then the discussions on sensible DC requirements for dungeons can take place. And the guys soloing dungeons can prove that its skill/gear which gets them the completes, and not the cheating which does it.
Spell penetration isn't always needed. A person can adjust for spell penetration as needed, cover more gap with a lot of past lives, or use spells that don't require a spell penetration check. Spell penetration is important but it's not the end all be all; DC's are still more important for the most part.

Those are pretty pimped out numbers for a sorcerer, although I only have past life wizard in terms of feat selection that affect necro and enchant. Spell pen is slightly above average but nothing to write home about.
