Is the Gilvenor's set from TOD pretty much a must have for an AA? The 10% alacrity stacks with everything, and I am under the impression that one can not get this from anywhere else. Any thoughts on this?

Personally I wouldn't bother with it - it takes two valuable gear slots with mostly sub-par equipment (+6 stat boosts are not that good when there is a cheap access to +7s and a lot of +8s around). It all depends on fact whether you are already ranger 20 (25% bonus, thus far superior to Gilvaenor set), or how fast archer you want to be - being able to haste yourself (22% bonus) OR having another Improved Alacrity (10 or 20%), or being able to haste-boost yourself (15-30%) both stack with Gilvaenor/Ranger capstone.

I find little reason to get the AA ToD set, but I also find little reason to NOT get it on my AA - my AA is a monkcher, and therefore I can make much use of a holy burst ToD ring...wanting to get that on the AA ring just because (currently using a random ToD ring, though). I currently have archmagi on my necklace, but as a monkcher I'd probably just have it on for buffing + activating slayer arrow.

Basically, ring slots are more full for my toons than the necklace, that is true. On AA there is not much need to wear Torc, but still, both spots can be used better (at least for me).
Necklace brings Strength +6 and Attack bonus +2 - attack bonus is good for nothing as I anyways always hit on 2's and I have Strength +7 on PDK Gauntlets, the necklace slot was usually used for Epic Shimmering Pendant (Cha+7, Perform+20, and yellow slot filled with Wizardry VI) or random lootgen Exceptional Fortification 25% Necklace with med slot (15 more HP), and with U17 next week there would be pretty sweet Death's Locket (Deathblock, Resistance +7, Negative Energy Absorption 10/10, Yellow Slot).
Ring brings Dexterity +6, Exceptional Dexterity +1 and the Potential thingy, but my ring slots are being occupied by Seal of House Avithoul (Ins. Dex+2 version with SAB +5, Exc. SAB +3 and Improved Deception) and Epic Ring of Buccaneer sloted with ASF-15% - the only thing I could use on the Gilvaenor ring would be the Incredible Potential for HealAmp 20% - don't need Except+1 Dex as I am on even numbers.
Being a Bardcher possibly messes my priorities on this - but I need the -15 ASF and do not have any other green or blue slot to put it somewhere, and the +8/+13 from SAB seems more worthy to me, at least to reliable hit everything. I am able to haste myself (22%) and haste boost myself (15%) so I do not feel the urge to get more, other than Echoes of the Ancestors: Shiradi...
