well, it used to also slow down attack speed. i'm pretty sure they fixed that for harry in particular and raid bosses in general, but it probably still works on stuff that isn't purple named (red named may also be immune to that portion). of course, enemy casters don't suffer from attack speed slowdown, so expect no changes there...

So at least it may be useful against trash? Well, I won't complain that bosses are immune to Tendon Slice. After all, they are bosses.
