Sure you can swap to your voice b4 quest completion but there are times you forget or don't get a chance to. Besides a lot of quests reward certain amounts of xp for optionals during the quest and you will miss those if you just equip the voice b4 the completion. I don't think it's worth all that loss of xp (which becomes substantial over time).
