Thank you. Comcast Constant Guard was blocking it!...

Just bumping this because I had to do it all over again after U17 update, hopefully save others the trouble.

The Constant Guard firewall had DNDclient.exe blocked.

1) open the Constant Guard protection suite (may be in the 'hidden icons' of the taskbar)
2) > options
3) > manage my blocked program rules (under Additional Options)
4) enter PIN
5) find the Turbine exe, > allow

Then you can play again. Enjoy U17.
