I'm not quite understanding your logic here. You say that not every class should have access to self healing, then go on to say that every class can if they invest in UMD. You also state that while investing in UMD for self healing is ok, investing in heal for self healing of some sort (arguably still worse than UMD) is not ok.
I don't think anyone is asking for massive burst healing from someone with minimal investment in the heal skill or at very low levels, but if someone were to raise it to 60+, then that investment should reap some rewards in the form of healing. To me, that seems to be an alternative to UMD investment on divine toons that have heal as a class skill but only cross class access to UMD.

I like playing melee classes and am getting tired of how impossible it is to heal, and be so completely dependent on healers.
Pots work ok at low levels, but at higher levels, they're practically useless. You just cant chug enough of them down fast enough to do enough healing to prevent death.
