Can any-ML crystal go into any-ML item?

But are they limited to crystals of certain ML? Or can I, for example, put an ML 20 blue crystal into Sigil of Stormreach (ML 7 ring from Delera's Tomb)?

This is true for the example the OP asked. In general the item ML will be its original ML or the augments ML which ever is higher.
