Do the epic quests share the same xp repeat penalties as the heroic ones? Can I farm the heroic quests without any epic xp repeat penalties?

Yep , I was thinking about that earlier. Most double tr'd toons will have already farmed them into oblivion. Its a shame that epic quests don't have seperate completion counters.
