True, not everything needs to be BiS, but there should at least be a viable time where the item could be used by some people. Items like that khopesh are legitimately bad enough on their own that I can't see them being used, ever, by anyone. Maybe, if you leveled your character in some sort of vacuum, and went from the khopesh out of the lordsmarch chain, I could see using this, but other than that, I think this item is a waste of chest space.
