Heroic Comms for the L24 upgrades makes for very very sad pandas.

Unless there's some mechanic where you can trade in 15 of each normal commendation for 1 heroic....even that horrible exchange rate is better than getting them to actually drop.

My assumption is you will get comms now in Tor or the raid

Correct. In the raid, you have a chance of getting 1 comm on norm, up to 2 on hard, and up to 3 on elite. And when I ran it on lama a few times, several comms dropped. So personally, I'm not worried about having to collect them.

But it appears you can 'skip' upgrades by running on higher difficulties.

Wish this was a feature of CiTW, it is a great addition.
