Does the set bonus stack with other items like Seal of Avithoul or Tharne's Goggles?

I assume you are referring to the exceptional sneak attack +5. That being the case, it will stack with the highest non-exceptional source of sneak attack you have. So, if you have that an a seal of house avithoul, you will get sneak attack +5 from the ring and exceptional sneak attack +5 from the trinket, but not the exceptional sneak attack +3 from the ring.
