Piercing Spellcraft

A few questions:

1) Does the Piercing Spellcraft from Magister stack with the one from Draconic Incarnation. So if i am in Magister and twist in the DI one its a total bonus of +6 to Spell Penetration?

2) The only feat required to unlock the third tier of Piercing Spellcraft in Magister is Spell Penetration for all 3 tiers? (ie no need for improved and epic spell pen feats).

3) No feat requirements for the DI version

Wiki and planer seem to support the above but before i go changing things around some extra comfort would be awesome

Yes.

Don't know, but your twists are generally more precious than your feats, even on a sorcerer.
