Festival Icy Burst +4 ML Now?

Is it true that Festival Icy Burst will add +4 to the Minimum Level of items now?

From what Feather of Sun posted the IcyBurst and Frozen effects dont add ML to Random generated Items.

But for my its still not clear if we can add IcyBurst to Crafted Items and how much ML it will add if we can.
Because i got some MedSlot Repeater and for the range 7-12 it could still be worth on an AcidBurst of Bleed or Holy of Bleed.

Also it would be nice to know if we can add IcyBurst to unfinishd Crafted Items and finish them later with Cannith Crafting, or would that prevent adding a prefix?

Check out Feather's posts in the dev tracker from yesterday. Frost/Icy burst do NOT affect the ML of the item, but the glaciation affects can depending on the amount of spell power you add to the item and what its ML was before.

There are Frost Shards and Icy Burst Shards for Cannith crafting that add basically the same effects as the Winter Recipes for Frost and Icy Burst. (Note that Frost Shards and Icy Burst Shards add the effects "Frost" and "Icy Burst" while the Winter Recipes add "Festival Frost" or "Festival Icy Burst.") I believe that Feather of Sun was referring to the Frost and Icy Burst Shards when he mentioned Cannith crafting. Items that have been keyed for crafting cannot be used at the Risian Altar, and items that have had effects added at the Risian Altar will lose those effects when keyed for crafting. The standard minimum level changes while Cannith crafting are applied to weapons when Frost Shards or Icy Burst Shards added.

Yes, FoS: there is text upon the Risia crafting altar that inacurately reports that it will be adding to the ML with Festival Frost/Icy Burst recipes. THAT is likely the cause for panic, and why players do not have a clear understanding of what will happen to their weapons when a recipe is applied.

I do not believe that the intention was to make Cannith Crafted items Icy Burstable.

So, if at all possible... please try and correct the text on the Risia barter box, and remove this incorrect ML warning for the Frost/Icy Burst recipes. That will remove the panic in the community, and will also side-step a lot of communication confusion when you bring the event live.

I think that 9Crows here uncovered the crux of at least the Festival Frost/Icy Burst issue in the quoted text above.

If FoS says "no changes to Festival Frost/Icy Burst," then one would presume that the incorrect ML warning will still be present for these recipies.

what made me think that CannithCrafted Items can be IcyBursted was:

FoS:
Frost/Icy Burst won't change the level of an item that hasn't first been disjunctioned at a crafting station to be made Craftable for Cannith Crafting.

So, are there plans to make it possible or why is FoS so confused
