Need potency suggestion

I need items to help me with my cold/electric/negative spell damage, so I am open for suggestions. Need something that is level 18 and it does not cost a lot and is easy to obtain. I am going to tr when I cap so do not want to spend a lot of money or time. The new items are really confusing can somebody explain what the difference is between the new and old system ?

I have available ring/trinket/necklace/armor or weapon slots( do not really want to use weapon slots)

I use Thaumaturgy Quarterstaves on all blue bar toons. They come in multiple combinations. They are cheap and available on the AH as they are plentiful.

If you absolutely do not want to use your weapon slot, then you are going to have to piece together Cannith crafted, challenge mat crafted, or named items. All of which will take probably more time, effort, and plat than you want to use on a TR toon.

for increased Potency I recommend a bigger staff The two handed thaumaturgy staves already have potency + 2 elemental damage bonuses + one other attribute. They are easiest to get on the AH.

Otherwise if you need your hands to melee, the sora kell set would be decent even until 20 as it gives you strength, wisdom, detect secret doors, charisma and diplomacy, pretty useful for a druid all around, and gives you +2 to hit/damage too.
